BOSTON — Massachusetts’ statewide payroll climbed again in 2024, with many of the top earners hailing from the University of Massachusetts education system.
The statewide payroll for 2024 totaled $10.26 billion, an increase from $9.33 billion in 2023 and $8.95 billion in 2022, new data showed.
Francisco Martin, the head coach of UMass Men’s Basketball, maintained his position as the highest-paid state employee in 2024 for the second year in a row.
Martin collected a total salary of $1.83 million last year. UMass Chancellor Michael Collins was the second-highest-paid state employee, earning a salary of $1.6 million.
In addition to Martin and Collins, other UMass workers accounted for 14 of the top 15 earners in the state. As a state department, 28,088 University of Massachusetts employees raked in a combined $1.76 billion.
The only non-UMass state employee who ranked inside the top 15 highest earners was Massachusetts State Police Detectives Captain Thomas McCarthy, who made a salary of $548,072 with $349,815 in overtime pay.

The Massachusetts Bay Transportation Authority was the second-highest-earning state department behind the UMass, with 9,908 employees collecting a combined $879.58 million.

The MBTA also ranked as the state’s top overtime-earning department in 2024 at $126.38 million. Massachusetts State Police ranked second at $77.25 million.

From an individual standpoint, law enforcement officials ranked among the state’s top overtime earners in 2024:
- Thomas McCarthy, Mass. State Police captain: $349,815 in overtime pay
- James Crump, Mass. State Police lieutenant, $286,623 in overtime pay
- Manes Cadet, MBTA Transit Police lieutenant, $278,870 in overtime pay
- Michael Fiore, Mass. State Police sergeant: $260,466 in overtime pay
- Joseph Sacco, MBTA Transit Police sergeant, $257,930 in overtime pay
