Officials: Texas prison warden, his brother allegedly shot, killed migrant, injured another

AUSTIN, Texas — A warden at a Texas detention center and his brother have been arrested in Texas for allegedly shooting and killing a migrant. Another migrant was injured, officials say.

According to court records obtained by The Associated Press, two brothers, Michael Sheppard, 60, and Mark Sheppard, 60, have been charged with manslaughter.

The shooting occurred on Tuesday about 90 miles from El Paso, according to court records obtained by the AP. A woman was taken to the hospital and is recovering, Texas Department of Public Safety told the AP.

DPS said that the victims were both a part of a group of migrants that were near a roadside getting water when a truck with two men inside pulled over, according to the AP. Court records indicated that the group of migrants took cover when they first spotted the truck. Investigators were able to match the truck’s description that the migrants provided by checking cameras in the area.

According to court records obtained by the AP, Michael was a warden at the West Texas Detention Facility. That facility is privately owned and was set up to house migrants who were detained. A spokesperson with the U.S. Immigration and Customs Enforcement told the AP that there have been no immigrants detained at the facility since October 2019.

A spokesperson with the facility, Lasalle Corrections, Scott Sutterfield, told the AP that the warden, Michael, had been fired for an “off-duty incident” that was unrelated but provided no further details.

No further information has been released.
